I am an appropriator, and I can tell you, generally all appropriation bills have been open rule. There have been a few rare occasions when we were in the majority that we had maybe a modified rule or a closed rule, but traditionally open rules were always the case on appropriations bills. When all else failed, at least there were appropriation bills to allow the minority party an opportunity to put in some amendments. But the iron hand of the oppressive majority has closed down that system. It's not about Republicans versus Democrats; it's about 435 people who have been elected by 600,000 people to represent their views in their Nation's capital.
