A $16 billion stimulus package that President Clinton and the Democrats in the Senate and the Democrats in the House passed, which included, among other important things, is cataloguing fish. They did not propose a balanced budget when the Democrats controlled the House, the Senate and the White House. The Republicans on the other hand, have passed a balanced budget out of this House for the first time in 26 years.
