The tax simplification argument really sets the stage for a thorough flat tax versus consumption tax debate. We have, in fact, two of our colleagues, the gentleman from Oklahoma [Mr. Largent] and the gentleman from New York [Mr. Paxon], who have introduced bills that shelf the IRS code in the year I think 1999 or 2000. So if their legislation passes, Congress will be in a position of having to change the code. But it is not going to be easy.
