“what bothers me as a member of the Committee on Appropriations, we get a budget blueprint from you, and the House passes our appropriation budgets based on those blueprints, and we keep the spending in line so that it is balanced, important programs, education, Social Security, prescription drugs, they are out there, they are taken care of. Then we get into a conference committee with the White House or the Senate, and it seems like all that common sense is thrown out the window, and we break the budget year after year. Is the gentleman from Georgia (Mr. Chambliss) optimistic that we are going to be able to protect Social Security the way the Republicans on the Committee on the Budget have tried to make it possible for us to protect it?”
