I think we broke the record tonight on the speech contest about WIC. I'm not sure who Mr. Farr will be awarding, giving that award to, but we had a lot of good contenders. Mr. Clarke, unfortunately, I just, within the last minute, have seen this, and I'm not sure that it will do what you're saying or what your intention is, and so I'm going to oppose the amendment. I will promise to work with you. It's a million dollar transfer, and don't know that it accomplishes what you want. I don't know that it doesn't accomplish what you want. And I don't necessarily think it causes a big disruption in the bill either. But for right now, I'm going to have to oppose it.
