In Congress, when we say there is no increase in spending, we simply mean there is not going to be as much of an increase as projected. When we say there is going to be a cut, what we mean is there is going to be a decrease in the projected increase, not a real cut the way you and I think of a cut in our households or businesses. There is a solution to change this foolishness, Madam Speaker, and that is the spending cuts of the A-to-Z plan. It will give Members of Congress a real chance for deficit reduction. It will give us a chance to vote on specific, enumerated spending cuts which will be a welcome breath of fresh air. Let us pass spending cuts from A to Z.
