I support this rule, and I will support the supplemental bill as well. I am supporting the rule and the bill because of three things, three important things that it does. Number one, it continues the war internationally against terrorism; number two, it protects our homeland; and, number three, it helps complete the job of rebuilding New York City. This wartime supplemental provides $15.7 billion to aid the troops in the ongoing war. I have visited Afghanistan and Central Asia and the countries of Tajikistan, Pakistan, and Uzbekistan. They need our support. It is not time to turn our back on them. This bill secures our homeland as well with $850 million for checking baggage for explosive devices, $630 million for baggage screening and $75 million for security enhancements at commercial ports. This bill helps address that problem. This bill also, in the name of homeland security, provides local law enforcement the tools that they need to track down terrorism.
