It is always far easier to increase spending, add 3 or 4 percent, 10 percentage points each year and just keep on spending. That is why this process this year is so difficult and so long. But generally speaking, we are trying to increase the Federal budget 3 trillion new dollars over the next 7 years, and the President wants to increase it $4 trillion over the next 7 years, so we are debating $3 trillion versus $4 trillion directly in new growth. We are not cutting and we are not freezing the budget.
