I must say that when I talk to teachers back home and school superintendents back home, this is one of the greatest topics of concern. In many cases, many of the younger, newer teachers think all of a sudden in the last few years we invented IDEA, which is not the case, of course. It was passed in 1975. When we took, the Republicans took control of Congress, we tried to deal with some of the discipline problems, just 2 years ago, that are occurring in IDEA, so this is sort of new news to youngsters who are just out of college and just started teaching. Let me begin by stating that I doubt that there can be a more important job in America than teaching our children. I do not know what it would be. This is especially true of our special education teachers. Education for those with disabilities allows all of our children to have the opportunity to learn and succeed. Ensuring that all of our children have a safe and orderly environment in which to learn must be and is a top priority.
