Mr. Chairman, the way the Congress operates really is not that dissimilar from the way the rest of the world operates in several respects. One of those respects, Mr. Chairman, is the fact that usually there is a reason why things happen, there is a reason why positions are taken, there is a reason why Members vote the way they do, there is a reason why Members say certain things, and I think we are faced with a good example of that, Mr. Chairman. We have heard from those opposed to this amendment that they are opposed to it because it is unconstitutional. Well, let us examine that, and I suspect that if we examine it, Mr. Chairman, we will find that there is indeed another reason because the amendment that the gentleman from Oklahoma is proposing is not unconstitutional either on its face or in any reasonable interpretation of it.
