My understanding has always been that when an act of Government can deprive citizens of property or liberty, it is not a rule or regulation, it is a law, and only Congress can enact those laws.

Oh, I like the idea of federalism and that plays into it.

This has to change. This has to change.

The question is, is the Library still focused on its preeminent mission to serve Congress and to prioritize Congress among its customers?
