It is the role of the Legislative Branch to make the laws; and the role of the various agencies and departments and bureaus under the Executive Branch to carry out those laws that Congress makes.
My understanding has always been that when an act of Government can deprive citizens of property or liberty, it is not a rule or regulation, it is a law, and only Congress can enact those laws.
Whether it is perception or reality, people have to have confidence in their elections.
I refuse to follow in the Select Committee's footsteps and conduct a partisan, biased investigation.
