My understanding has always been that when an act of Government can deprive citizens of property or liberty, it is not a rule or regulation, it is a law, and only Congress can enact those laws.
Whether it is perception or reality, people have to have confidence in their elections.
It is essential that we have the resources here to protect the Members of Congress, the staff, even the visitors that come to Capitol Hill here.
