There is no separation, from what I have studied--and I think you have alluded to this--between the Chinese Government, the Chinese military, and/or Chinese businesses.
On the issue of humanitarian access, particularly in the two areas, to my knowledge, Khartoum has not allowed a single piece of humanitarian assistance into the two areas.
