I am deeply concerned that senior level positions at both State and USAID have yet to be filled.

I am deeply concerned about the idea of folding USAID into the State Department, particularly when we hear that 40 percent of missions across the world would be closed.

Diplomacy and development should be driving our foreign policy decisions, not taking a back seat to whatever decision the President cedes to the Defense Department.

I urge the administration to look closely at some of those proposals to see if there is a way to move forward on this quickly.
