I think in the 21st century, this partnership with higher education is important, and it’s important for two reasons.

In the long term, the future of Venezuela is to have a democratically elected- elected government, in a republic where the country’s leaders are directly accountable to the laws of the country and to the voters of that country.

This is a project that will involve sustainment for the long term. Multiple American administrations are going to have to make this a priority.
