So we don't know if it was a terrorist act; we don't know if it was mechanical failure; we don't know natural disaster due to storm or something like that. We really don't know.

But well into 2016 by the time the standard is adopted.

Again, I have to go back. We are stuck with all of us have to go back and say when will there be some action by ICAO to institute something.

So if they have it, the question is making certain they use it.

My initial question is, when will we have in place even the most basic requirement that this equipment be deployed and kept operational?

Probably one of my main concerns is our lack of progress on NextGen.
