Again, a high school student could take this report and determine that kids were getting poisoned.

The local job that they failed at the local level, they failed at the State level, and we failed at the Federal level.
We were strong-armed. We were misled. We were kept on arm's length. We couldn't do our jobs effectively.
What disturbs me is--well, first of all, Administrator McCarthy, you had the ability to act when you find out that things aren't going right in these systems.
She was getting vacation time bonuses, got the last one May 28th while--the regional administrator is getting vacation time bonuses while the kids are getting poisoned.
The district head gets a vacation bonus. The kids get lead poison. And you are still in office.
But that is not a good answer because I am the best Representative in the 7th Congressional District. I am the only one.
We have got lots of USAID that--tens of billions going in to a country that only has a $5 billion annual budget.
