we have now, on the Republican side, had a bill that has been out there for about 4 years. The President has endorsed it. He has made it part of his platform. We intend to introduce it. With the passage of all of this time, we are frustrated to the point that we are going to be putting in process a discharge petition that will force the House under an open rule to bring forth this bill and any other proposals that may be out there. We will be doing this after the recess. The Congress now has plenty of time to play plenty of attention to this process. We have a Subcommittee on Human Resources that has not really started the debate. We need to start the debate, and we are going to bring the debate directly here to the floor unless there is movement within the next few weeks.
