So, under that scenario, Mr. Chairman, individuals who had qualified under the laws of their States, individuals who had been nominated by their parties to stand for election, would stand disqualified as of that date, and there would be a wild scramble all over the country to fill in those slots. I do not think that is an orderly way to go about business. That is a flaw in the amendment that I suggest has not been adequately considered. Mr. Chairman, I reserve the balance of my time.
