We are not the best ones to put together the marketing plan.

The Census, as we all have heard here today, is enormously important, as important maybe as any time in our Nation's history.

Well, I am just delighted that you have joined us, Congressman.

Losing those numbers makes a lot of difference to us.

We have had 8 good years under his leadership.

I would say the First Lady might be a terrific asset there as well.

Most Federal funding for programs is done by population, not by earmarks.

Among the duties that are spelled out in the Constitution for us to undertake on an ongoing basis is every 10 years to conduct a Census.

We have a situation where, ironically, folks that are most often undercounted are those that live in the most dire economic situations

There is a whole lot at stake.

For many of these residences, mailed questionnaires, actually, just may never reach the intended recipient because unit numbers are confusing or in some cases not even in existence.

It is important to get the total count right, but it is important to get the other information that the Census collects, and to get that right as well.

There are about 12,000 folks in Delaware who were missed.

This next Census is vitally important.

It is important that we, to the best of our ability, get this right.

Not a good situation and one that we certainly tried to address in 2000 and we are seeking to address in 2010 even more

Not everybody following this hearing knows what we mean by address canvassing.

I think 2000 Census shorted the Pennsylvania population by about 100,000 people, and of those, almost 20,000 lived right here in Philadelphia.

We need, if possible, to count every single person.

$2,363 for every person not counted in terms of dollars lost.

It is an honor to be here at the National Constitution Center.

I think that the key to this is really getting into community-based organizations who are trusted in these communities.

It is important that we get this right to the best of our ability.
