However, the Clean Power Plan does none of this. Instead, we have EPA dictating to States and effectively micromanaging intrastate electricity policy decisions to a degree even the agency admits is unprecedented.

I think, in a way, when I saw this discussion around Section 111(d) of the Clean Air Act, it reminded me of that kind of behavior.
