Madam President, I rise in support of the legislation coauthored by Senator Shaheen and Senator Portman, the Energy Savings and Industrial Competitiveness Act. I wish to take a minute to thank them for their leadership and for their tenacity in getting this bill to the floor, struggling through all of the amendments that are being offered to it, trying to make sure we figure out how we can actually save some energy, save some money, and do some good for our environment. I thank the Senator from New Hampshire very much. It is always a pleasure to work with a recovering Governor. We will see where this ends. I hope it ends in a good place. As our economy picks up and our Nation's energy needs grow, investing in energy efficiency is a no- brainer. Energy efficiency investments save money, save money in energy costs, save energy resources, protect our environment, and create jobs. Homeowners and businesses are already investing in energy-efficient technologies. As an extra bonus, many of these technologies are developed right here--not here in Washington but right here in America. Earlier this month I visited a company called WhiteOptics, and they are producing advanced light bulb technology. When it is used, it can deliver more light than traditional fluorescent bulbs for half the energy. Think about that, more light for half the energy. The payback for that technology is not just less than a decade, not less than 5 years, it is less than 1 year.…
