We attempted to find a number in which the local communities would be involved but would not be such a high hurdle that they could not do it. And after a lot of discussions with a lot of local officials, we came out with a number of 10 percent. That is how we got to that number. We feel it does exactly what you have talked about and we should bring the local communities into it and we get rid of the extraneous and perhaps unnecessary and unwarranted applications that might be made.
