We have used the Security Council, we have used the General Assembly to isolate Russia, to condemn Russia, to kick Russia off of the Human Rights Council.

These are people, as you noted, who have fled persecution in their countries. They have come to the United States with hope and desires. And we`re a country of immigrants. We have always welcomed immigrants into this country. And to have…

They have been isolated in the international community. And this is a desperate action by a country that does not have confidence in itself.

Ukraine is not theirs to take. It’s not theirs to have elections in. They have attacked a sovereign, independent country.

This is part of their playbook. They have done this before. They did it in 2014, and it was not accepted.

They will hear from the president of the United States at the podium of the General Assembly tomorrow a rebuke of their unprovoked actions against Ukraine.

We will not continue to allow them to use that perch to terrorize the world with their actions.

The truth is that this war was one man`s choice, and one man alone -- President Putin. It was his choice to force hundreds of thousands of people to stuff their lives into backpacks and flee the country.

We`re not going to let Russia get away with lying to the world or staining the integrity of the Security Council by using this forum as a venue for legitimizing Putin`s violence.

What they hope to hear and I think they will hear from President Biden is a reaffirmation of our commitments to the United Nations, our commitment to the U.N. Charter.

President Putin miscalculated. He miscalculated how strong our partnership with Europe (INAUDIBLE), and he miscalculated NATO.

Putin wants the world to travel back in time to a time before the United Nations, to a time when empires rule the world. But the rest of the world has moved forward. It is not 1919. It is 2022.

Every gap that we leave is an opening for the Chinese.

We kicked them off of the Human Rights Council.

I can tell you that the Russians were making every effort to intimidate and press those countries away from supporting this General Assembly resolution.

Russia's brutal, illegal, and unprovoked further invasion into Ukraine.

No child should have to go to bed hungry, and that is what we are working together to do.

Indiscriminate attacks on innocent civilians are war crimes. Russian President Putin and others responsible will be held accountable.

We will take a hard look at our aid posture in Syria and do everything in our power to help those in need.

Hunger is caused, often intentionally, by conflict.

What Putin is doing is convincing people all over the world that we are the reason that millions are food insecure.

I echo Ambassador Linda Thomas-Greenfield's observation that a Mali isolated from its community of nations and ECOWAS is not where Mali wants to be.

I think we are expecting, potentially, to see more starting December 5th and we need to continue doing that.

What you have just described is absolutely sickening and horrible.

If confirmed, I will continue to stand firmly with the Malian people in their aspirations for democracy, peace, development, and respect for human rights.
