What this motion simply does it creates a bipartisan commission to take a look at the best way to take care of our interests in this area. I think it is clear that if we want to diminish Russia's interests in Cuba, if we want to increase America's interests in Cuba, if we want to increase American national security, then we will vote for this commission to give us a chance to examine the policy, to figure out what is really best for the United States. For 40 years we have not made progress, but only to isolate America. Let us end the isolation. Let us let the light in. Support this motion to recommit. It is a bipartisan study. The leadership of this Congress is Republican. My colleagues have plenty of voice. Let us not keep us in the dark, let America see where the light is and it is in a new Cuba policy.
