The issue is whether the ID would be useful for Federal purposes, and I think it is in many ways a backdoor Federal takeover of the licensing requirement for the states.

I am concerned that there are several classes of legal immigrants who would not be eligible for a license under this law.

We know that in a Federal budget process, we have a political debate, and making the Federal budget biennial won't stop those debates.

If both parties want to work together to ensure a smooth budget process, they can do so now.

Ultimately, it doesn't solve the primary issues with the dysfunction around our budgetary process.

I, however, don't believe it is a fix-all or somehow remedies all the problems we have with our budgetary process.
