I want to stress that this is a bipartisan concern. I am with the chairman 100 percent on making sure that we have plans and that we are funding those plans.

The Army has invested more than $1 billion over the past 10 years to upgrade its depot facilities.

As the costs and complexities of major defense systems continue to evolve, we have to build capacity to support these systems.

We must also posture them to remain relevant for future demand.

The depots within our military services are essential for maintaining the complex ships, aircraft, and land systems that form the building blocks of our joint force.

I strongly urge Congress to pass a defense appropriation and authorization bill now so what we can move forward with the many important programs needed to ensure our readiness and deter our adversaries.

At $406 billion for acquisition and more than $1 trillion estimated for sustainment, we cannot afford any further mismanagement of this program.

The F-35 program is an example of a program that seems to be like it was designed so that it is too big to fail.

The Congressional Budget Office has assessed that overhauls conducted at private shipyards were 31 percent less expensive, on average, than in the public sector.

In the case of the SIOP, the Shipyard Investment Optimization Plan, the first 2 years of investment have underfunded the overall requirement.

From my perspective, the scheduling aspect of ship and submarine maintenance is the key driver to whether the Navy succeeds or fails.
