I cannot say enough how much I have appreciated the work of the gentleman from Texas [Mr. Stenholm] over the years on this terribly important issue that we are about to tangle with this week. We are in potential serious problems in this country, economic problems, if we do not handle this runaway budget situation that we have on our hands now. When I first came into Congress some 11 years ago, I could recall very well voting on an amendment to increase the national debt to $1.5 trillion. Some 10 years, 11 years, later we are now at $4.7 trillion, 3 trillion over a period of 11 years. Now what is it going to be in the year 2000? Ten trillion dollars? Pretty soon it get to the point where there is not any way that we are going to be able to come back and try to even out not only our deficit, because we have to get at that one first, but to then start to build down on the national debt.
