I really also rise in very strong support of the Hefley amendment. I think that he is certainly on the right track as far as trying to get into some of this heavy bureaucratic money that we have and really push an environmental issue that we have out there, particularly in rural America, and that is trying to get after these underground storage tanks that are leaking all over the place; that are threatening groundwater that we have out there, and particularly in rural America. That is really where it is at, because in rural America these people cannot afford to dig up these tanks that are leaking and it is getting into the groundwater. They are not getting the funds with which to do it, and I think this additional $20 million is certainly going to help. This is a bill that has come out of my committee.
