That's exactly, at this time, what this country needs. I'm working, in a bipartisan fashion, with a Democrat from Vermont, Peter Welch, on an energy-efficiency measure. The President has also talked about this kind of approach, using performance contracts to create jobs, lower the amount of energy consumed by the United States Government--the largest economy consumer in the country. But we do it without government mandates; we do it without government subsidies. But we're doing something that's going to create private sector jobs, save the taxpayer dollars, and use less energy at the Federal level. The President's doing this. We're doing this here. These are the kinds of opportunities we have to work together that are creating jobs, And they're not to bow down or to kowtow to a certain element of an agenda. It's actually to move the country forward by doing the right thing.
