We are asking, through this act, 900 pages of regulations on the local school district. We say, ``If you ask them if they are citizens,'' that is going to overburden the school districts. We have nationalized, in this act, the school system with Goals 2000. Twenty percent of our prison population in California is illegal aliens. We say America is for opportunity; some come here for crime, free medical care, free education. Let us draw the line, let us accept the Rohrabacher amendment now.
