I was not present for the vote on the final passage of H.R. 811, the reauthorization of the independent counsel, because I was unaware that this was a 5-minute vote. Had I been present I would have voted ``no.'' Although I strongly support reauthorizing an independent counsel as proposed by Congressman Hyde, I felt that the independent counsel reauthorization under H.R. 811 was severely flawed: The bill did not mandatorily apply to Members of Congress; it left the door open for another Lawrence Walsh debacle; and it did nothing to prevent the unrestrained spending of taxpayer dollars.
