“I rise in support of the Hensarling substitute budget. This budget sets priorities by fully funding the President's defense and homeland security requests while calling for a 1 percent reduction in the rest of the discretionary budget. The budget addresses waste in non-Social Security mandatory spending by reducing it by just 1 cent out of each dollar. This budget protects the recent tax relief from increases for working families, parents and married couples and provides new tax relief that is necessary to strengthen the economic recovery. Finally, this budget begins fixing the broken Federal budget process by requiring a stand-alone vote to bypass any budget enforcement mechanism and therefore stopping the practice of labeling regular spending as emergencies. I urge my colleagues to vote for the Hensarling amendment.”
