I think our bipartisan effort, and I am confident this bill will be agreed to after this amendment is agreed to by an overwhelming margin, has really set the tone for what I hope can be a new era in the way in which we resolve our differences on forest practices. We have been at war with each other. We have not been able to resolve our differences. We have stopped progress. We have not created any new initiatives or new incentives to move on. I think this Quincy Library Group language, the original premise for it and the amended version that will pass today, is evidence that we can lay down our swords and actually work together to accomplish something. We do not know that this is the solution. But the 5 years that we have given ourselves to try to put this local agreement into effect without violating national laws, I think is a window of opportunity.
