on behalf of Senator Helms, I offer an amendment which would authorize the Secretary of the Army to transfer excess religious articles formerly in chapels of the Department of the Army to churches that have been damaged or destroyed as a result of an act of arson or terrorism. Mr. President, I believe this amendment has been cleared by the other side.
