on behalf of Senator Roberts, I offer an amendment which requires the Secretary of Defense to report on the ``One-Plus-One'' barracks standard and certify that it is necessary in order to assure retention of first-term enlisted personnel of the Armed Forces. Not later than 180 days after the date of enactment of this Act, the Secretary of Defense shall, in consultation with the Secretaries of the military departments, submit to Congress a report on the costs and benefits of implementing the initiative to build single occupancy barracks rooms with a shared bath, the so-called ``1 plus 1 barracks initiative''. The report under subsection (a) shall include the following: (1) A justification for the initiative referred to in subsection (a), including a description of the manner in which the initiative is designed to assure the retention of first-term enlisted members of the Armed Forces in adequate numbers.
