each day the Senate is in session, at least one Member rises to pay tribute to a friend, a constituent, or a colleague who has distinguished himself, or has decided to leave Government service. Today, Most members of this body are taking to the floor to say ``goodbye'' to a gentleman who has not only been a fixture of the U.S. Senate for many years, but has grown to be a friend to most of us, Sergeant at Arms Howard Greene. Howard is one of those unique individuals who has spent most of his adult life here on Capitol Hill. Beginning his career just outside this chamber as a doorkeeper, Howard worked hard and moved up the ladder of administrative jobs in the Senate, taking over the position of Secretary to the Majority at the beginning of the 104th Congress, later assuming the duties of the Sergeant at Arms. In every job he held, Howard distinguished himself as an individual of ability, dedication, and character, and he earned the respect of Members from both sides of the aisle for his thoroughness and commitment.
