Mr. President, for the past 3 years the Clinton administration has failed to articulate a sound and credible national security strategy. A large part of this failure is the result of the President refusing to submit a budget request which provides the necessary funds to support the force structure required by his own strategy. In fact, it is frequently noted that the force structure is underfunded by as much as $150 billion. Not only has this administration failed to provide the funds required to sustain the numerous foreign adventures in which the President involves our military forces, but the administration has also failed to provide the funds required to modernize our military forces for the conflicts of the 21st century. Mr. President, the people of the United States cannot afford to continue down this dangerous path.
