Let me reassure the Senator from Michigan that section 346 as amended by the Smith amendment does not affect or alter in any way the obligation of or the need for DOD to clean up the properties it has contaminated, particularly at closed or closing facilities. In fact, as the Senator indicated, all agencies proposing to transfer property must identify specific cleanup schedules and submit budget requests that adequately address those schedules for remedial action.
