There is nothing in this language that would preclude such consideration. In fact, the bill language specifically requires the consideration of all direct and indirect costs, and the report language specifically states ``The Department would be expected to consider real differences among bidders in cost or capability to perform the work based on factors that would include the proposed location or locations of the workloads.''
