the gentleman makes a very fair point. In fact, the effect of gentleman's just having won on his amendment is that the provisions of this amendment that would otherwise have dealt with service of process will have no effect. The gentleman has carried the day, and the gentleman's amendment will in fact be successfully included in this bill.
