I would point out, if I understood the gentleman, he said the Founding Fathers set up this balance, and that the Constitution is not a draft document. But the Constitution the Founding Fathers gave us made taxes unconstitutional and it took the 16th amendment to make it possible. So we are only amending the 16th amendment.
