I would like to extend my deep thanks to Congressman Joe Wilson of South Carolina for partnering with me on this legislation.

My legislation being considered today, the City and State Diplomacy Act, seeks to address this major gap.

This critical piece of legislation prioritizes capacity-building in foreign countries to prevent and detect terrorist travel internationally.

I believe that 1 day we will see the Iranian people take back their government and their destiny.

It is in the interest of the United States to promote these subnational engagements, align them with national objectives, and leverage Federal resources to enhance their impact.

No one else in America could do what Donald Trump did and get away with it.

Not only did the President abuse his powers for personal gain and not only was it illegal, his actions also harmed U.S. national security.

If we did that and got caught, we would likely be indicted.

The President's abuse of power is even worse in this case than just using official duties for private gain. It's also just flat-out illegal.

The President should not use our taxpayer money for his own personal benefit and especially not to leverage it for his own reelection campaign.

So not only did the President abuse his powers for personal gain and not only was it illegal, his actions also harmed U.S. national security.

Let's focus on the President's abuse of power in this case, because it's actually worse than the examples I just gave.

It seems notable that, of all the offenses they could have included and enumerated in the Constitution, bribery is one of only two that are listed.

I believe the record and that evidence would also meet the standards for criminal bribery.

I first swore an oath to the Constitution when I was commissioned as an officer in the United States Air Force.

The call wasn't perfect. He committed impeachable offenses including bribery.

That is why I introduced the Renewable Energy for Puerto Rico and the U.S. Virgin Islands Act.

The urgency of these numbers demands bold action from Congress.

This proposal has the support of nearly two dozen of our colleagues in Congress and I'd ask you to support it.

We are going to reintroduce it this term. It is going to provide grants to local states and jurisdictions to help them with their pretrial detention to move away from money bail.

This proposal has the support of Representative Gonzalez-Colon of Puerto Rico, Representative Stacey Plaskett of the U.S. Virgin Islands, and Representative Raul Grijalva.

I urge you to include these bills in your final report to the standing committees.

One of the reasons I ran for Congress, it was clear to me that California could go dark tomorrow, do no energy use whatsoever, and it wouldn't change many things.

I believe that climate change is the greatest existential threat to humankind.

That is why I introduced a strengthened Climate Solutions Act to comprehensively address the climate crisis.
