the gentleman is welcome to make any amendments the gentleman cares to. However, it is a very simple bill. It represents the people of America. It is uncomplicated. I am not a lawyer, but I feel very strongly that the people deserve this representation. And it goes to constitutionality. It really, in my view, does not need any altering.
