Sam Farr is a former Democratic member of the United States House of Representatives, serving California's 17th congressional district from 1993 to 2015. During his tenure, Farr was known for his advocacy on environmental issues, particularly in relation to coastal protection and sustainable agriculture. He played a significant role in promoting volunteerism and community service, as evidenced by his support for the National and Community Service Amendments Act of 2000.

Mr. Speaker, sex, drugs and rock and roll were condemned thirty years ago and here we are today talking about trying to legislate morality when we should really be talking about are education and prevention programs to stop youth violence.
Salinas' 'Framework for Violence Prevention' is really a 'one size fits all' approach that any community in the country can follow to find their own solutions for youth violence.
