Sam Farr is a former Democratic member of the United States House of Representatives, serving California's 17th congressional district from 1993 to 2015. what we did in Dodd-Frank law, which is the law of the land, is that we increased your responsibility exponentially.
We borrow without a plan for paying it back by lowering taxes and not having the revenue to come in to be able to pay the bills.
We are not professionally prepared at the local level to handle these issues, and I think that is the educational process that we also need to share.
I hope the VA--Sam, you correctly point out we ought to do a little better job of trying to identify how to prevent post-traumatic stress syndrome.
I think if you can learn best management practices and encourage States--because this is really up to States and local governments--to implement something on the ground.
I think we have seen in this committee since we really started helping VA with some resources, Congress really gave you the resources, I think you have done a remarkable job.
