I have got one final valuable contribution to offer here. Turning back to my Constitution, printed by the bicentennial committee that I have been carrying for years here, as far as the President's Commander in Chief responsibilities, I quoted article III, section 3 earlier, here is article II, section 2; III.3 is on aid and comfort to the enemy. II.2 says this, 16 words: The President shall be the Commander in Chief of the Army and Navy of the United States. Bingo. Sixteen more words on militia, and of the militia of the several States, 13 then, when called into the actual service of the United States. There was no National Guard then. So that is 18 more words, if you strip away all the the's and the and's, and the Army and the Navy and the in chief and all of this, it says President, Commander in Chief. That is it. That is it. There is nothing else in the Constitution. Who says that our Presidents, and this is my disagreement with one of our great leaders on the other side, who says the President of the United States can send people to Somalia, to Bosnia, to Haiti, or to Lebanon without getting the approval of this Congress?
