In 2017 the American Society of Civil Engineers gave our Nation's infrastructure a rank and grade of a D+. These poor rankings underscore, as all of you know, how infrastructure is woefully lacking.

Infrastructure, Mr. Chairman and Ranking Member, are not partisan issues. This is about making sure America wins the 21st century.

The United States was once among the world leaders in quality infrastructure. Now, we rank just 11th according to the World Economic Forum.
