First of all, neither I nor the city of Galt is opposed to affordable housing. As a city councilman, I worked hard to establish affordable housing in the city of Tracy, which I had the pleasure of representing. Also, the city of Galt itself has participated directly in financing of low- to very low- income housing within their city limits. The city of Galt, which is located in my district, is in a unique and critical situation. They have developed a financial plan to pay for their infrastructure within their city, to pay for their schools, to pay for their roads, their sewer system, their water system. A lot of that was based upon the housing that was going to be developed within their city. Unfortunately, they have run into a problem. Part of that problem is the fact that they are now making up 70 percent of the rural housing and community development service loans within the Sacramento region. The reason that that has become a problem is that the Sacramento region, Sacramento County is made up of 1.1 million people. The city of Galt is made up of 16,000 people, and yet they are being asked to absorb 70 percent of these low-income developments into their city.
