What this bill is all about is protecting the constitutionally guaranteed rights of the individual and that is what we are trying to do. ... The truth of the matter is, there is nothing in this bill that in any way takes over local land-use control. That is just a scare tactic that they are trying to throw up that has nothing to do with this bill. What this bill is about is protecting the individuals' constitutionally guaranteed private property rights, and that is what scares the hell out of the proponents of this amendment.
